During this past year, the following issues and concerns were brought forward to and addressed by the SAC:

- CMT/CAPT Statewide assessment/Skills Checklist
- P.J. et al. vs. State of Connecticut Board of Education, et al.
- Adjudicated youth, DCF, Court Support Services and local educational agencies
- Focused Monitoring activities
- Social Security Assistance (SSA)/Secondary Transition Demonstration Site program
- Lead Poison initiative
- Legislative processes
- Highly Qualified Teachers and special education
- Connecticut Behavioral Health Partnerships
- Issues of suspension and expulsion of special education students
- IDEA regulations
From these discussions there emerged a series of themes that focused the Council on a number of key activities. The outcomes of these activities are discussed below.

During the process of determining special educations services for students with disabilities, the planning and placement team does not always reach consensus on the decisions made or the actions proposed. For the vast majority of the approximately 70,000 students receiving special education services, there is congruity between the parents and school district personnel. On the occasions when positions are not harmonious, it is important that parents and school district personnel be aware of the range of opportunities that exist to resolve a dispute.
